About this opportunity
The Texas Department of Transportation (TxDOT) is soliciting bids for a State Let, federal-aid preventive maintenance construction contract covering seal coat operations, pavement markings, and surface treatments on State Highway 66 and various roadways in Hunt, Red River, Fannin, Hopkins, Lamar, Grayson, and Delta Counties, Texas, with proposals due November 4, 2026. No set-aside or preference program applies, and the project carries a Disadvantaged Business Enterprise goal of 0%. The filter that matters most is the Buy America requirement: a notarized Buy America Certification Form is required for all items classified as construction materials.
Scope covers fog seal application (81,548 gallons), asphalt chip seal (246,491 gallons), approximately 42,930 cubic yards of surface-treatment aggregates, approximately 2.5 million linear feet of retroreflectorized pavement markings, work zone markings, and elimination of existing markings on 2,523,000 linear feet. Traffic control requires flaggers, portable changeable message signs, and truck-mounted attenuators under the Texas Manual on Uniform Traffic Control Devices. Bidders must submit unit prices for each of 30 bid items. Each week, contractors must obtain written permission from the District Traffic Office at least 24 hours before striping and keep a designated striping technician on site during marking work. Work follows 2024 TxDOT Standard Specifications and special provisions.
Before the letting, contractors must submit an audited financial statement and experience questionnaire at least ten days prior to the letting date. The bid guaranty is $100,000, provided as a cashier's check, teller's check, official check, bank money order, or bid bond. Bidders must acknowledge receipt of all five identified addenda, or their bids will not be read at the public opening. Federal Davis-Bacon wage rates, E-Verify, and Contract Work Hours and Safety Standards Act requirements apply, along with certified weekly payrolls.
The contract must be completed within 120 working days. Work commences April 1, 2027, and the latest start date for sealcoat operations is May 15, 2027.
