About this opportunity
The Philadelphia Parking Authority is soliciting proposals through a reissued RFP for preventative maintenance, repair, and replacement of hydraulic vehicle lift systems, with a mandatory pre-proposal meeting and site visit on November 4, 2026 at 11:00 AM and proposals due November 30, 2026 at 1:00 PM. Attendance at the pre-proposal meeting is required for proposal eligibility. No set-aside is designated; the Authority encourages small and small diverse business participation, which is scored at 10% of the evaluation.
The Authority operates 13 hydraulic lifts across 6801 Essington Avenue (Facility Maintenance) and 2415 S. Swanson Street (Taxi and Limousine Division), including Mohawk and Rotary models rated 15,000 to 30,000 pounds. Required work includes preventive maintenance every six months, emergency repairs, and equipment replacement. Offerors must demonstrate at least five years of experience and provide qualified staff and substitutes for the contract term. Minor repairs require same-day completion, specialty parts repairs within 30 days, and major replacements within 45 days. Repairs and replacement parts carry industry-standard parts and labor warranties.
Pricing must include hourly regular-time rates (Monday through Friday, 7:00 AM to 5:00 PM), markup or discount percentages for replacement equipment, and parts and materials discounts, with invoices evidencing actual costs. The contract is one year with four optional one-year renewals, for a maximum five-year period, commencing upon Board approval and Executive Director signature.
Evaluation criteria and weights are proposal responsiveness (5%), offeror qualifications and experience (25%), quality and approach including response time and past performance (35%), proposed costs (25%), and small and small diverse business participation (10%). Insurance requirements include workers' compensation, general liability of $1 million per occurrence, automobile liability of $500,000, and $1 million excess/umbrella coverage, with the Authority named as additional insured. Submissions are sealed packages containing one original, six copies, and an electronic PDF version.
