About this opportunity
This is a sole source contract opportunity from the Washington State Health Care Authority (HCA) to continue and expand the Better Prescribing Better Treatment (BPBT) program, a peer-to-peer, clinician-driven quality improvement initiative that promotes safe and appropriate opioid prescribing practices to address the opioid crisis in Washington. The contract term is from the date of last signature through June 30, 2025, with the option to extend through June 30, 2030. The selected contractor, the Washington State Medical Association (WSMA), will expand the list of prescriber types receiving individualized opioid prescribing reports, develop new reports on acute benzodiazepine and buprenorphine prescribing, and provide education and coaching to prescribers across the state. The total maximum contract amount is $326,000. This is a sole source contract due to WSMA's unique position as the largest physician professional association in the state, making it the only entity capable of effectively reaching and providing feedback to opioid prescribers across Washington to implement the BPBT program.
As this is a sole source contract, there is no competitive procurement process. However, interested parties have 15 business days to submit capability statements demonstrating their ability to meet the program requirements. The capability statements must include details on the organization's expertise and experience with the BPBT program or a comparable program, experience in recruiting healthcare providers to participate in a new program at the state level, and their coaching/training services focused on improved evidence-based opioid management. This sole source contract requires a 15-day public inspection period and approval from the Washington State Department of Enterprise Services prior to award.
