About this opportunity
The University of Georgia is issuing a Request for Proposal (Project #UGA-RFP-GESPC-1) to select one or more Energy Service Providers (ESPs) to deliver comprehensive energy services under a Guaranteed Energy Savings Performance Contract (GESPC) framework. This procurement is specifically targeted at three prequalified ESPs who were selected following evaluation of an Expression of Interest submission. The primary objective is to execute an Audit Agreement with selected providers and, at the Owner's discretion, subsequently execute a GESPC for a proposed project involving multiple university buildings identified in the RFP attachments. The scope of services encompasses energy auditing, performance contracting, and related technical services as detailed in the form Audit Agreement and GESPC documents provided. ESPs must submit Preliminary Technical Proposals that comply with the established rules and procedures outlined in the RFP, and they are expected to review all contract forms thoroughly, as no modifications to these documents should be anticipated. The RFP was posted on August 29, 2014, with a proposal due date of October 7, 2014. All RFP documents, including attachments and building drawings, are available online through UGA's Engineering Plan Room, with drawings organized by building numbers for easy reference.
The procurement is restricted exclusively to the three prequalified ESPs who received direct invitations to respond; this is not an open competition. The RFP documentation does not specify set-aside designations or restrictions based on disadvantaged enterprise status, nor does it identify any incumbent vendors or existing contractors. While no specific award value or budget range is disclosed in the available information, the contract structure indicates potential significant value given the involvement of multiple university buildings and the comprehensive nature of guaranteed energy savings performance contracting. ESPs must comply with all requirements outlined in the GESPC and Audit Agreement forms, including completion of required immigration and security forms as specified in Attachment J. The evaluation of proposals will be based on criteria established within the RFP, with emphasis placed on the technical quality and feasibility of the preliminary proposals submitted by prequalified providers.
