About this opportunity

California Polytechnic State University, San Luis Obispo, in collaboration with The Whiting-Turner Contracting Company, is conducting a prequalification process for trade contractors interested in participating in the Student Housing Program. The procurement seeks qualified contractors for specific trade categories including Misc. Metals, Fireproofing, Firestopping, Storefronts & Windows, Tile & Stone, Wall Coverings, and Painting. The comprehensive 2035 Master Plan aims to develop approximately 15,000 student housing beds through three new construction projects at North Mountain and K-2 parking sites and six renovation projects at the South Mountain site. Interested trade contractors must submit prequalification documentation through BuildingConnected and TradeApp platforms, including a California State University Trade Contractor Prequalification Questionnaire. The prequalification period runs from May 16, 2025, to May 30, 2025, with a future Request for Proposal (RFP) to be issued to successfully qualified trade contractors. Contractors must demonstrate technical capability, financial stability, and compliance with prevailing wage requirements.

The contract opportunity does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The program involves substantial construction investments, with preliminary design-build cost estimates ranging from $175M to $275M for new housing projects and $24M to $31M for renovation projects. The phased approach is strategically designed to minimize campus life disruption, with project designs commencing in January 2024 and implementation scheduled over a ten-year program timeline. While no incumbent vendors are directly mentioned, the project requires integration with existing campus infrastructure and adherence to California State University standards. Successful trade contractors will be selected based on their prequalification documentation, with an emphasis on technical expertise, financial strength, and ability to execute complex student housing construction and renovation projects across multiple sites within the Cal Poly campus.
