About this opportunity
The Raleigh-Durham Airport Authority is requesting prequalifications for a single prime contractor to undertake full-depth concrete reconstruction of Taxiway J at Raleigh-Durham International Airport, with prequalification applications due August 10, 2026 and a prequalification conference on June 29, 2026.
Applicants must hold a current North Carolina General Contractors license and demonstrate bonding capacity of at least $20 million for a single project. Joint ventures and team arrangements are not permitted — this is a single-prime award structure.
The scope encompasses complete full-depth concrete reconstruction of Taxiway J (excluding the existing taxiway bridge pavement), reconstruction and widening of asphalt shoulders, replacement of taxiway centerline lighting systems, replacement of in-pavement weather sensors and the remote processing unit, and tree clearing within project limits. Work will be performed during both daytime and nighttime/weekend hours due to airport operational constraints.
The estimated construction cost is $14 million. The contract will be structured as a unit-priced agreement. Funding sources include Federal Aviation Administration grants and potentially North Carolina Department of Transportation grants, with requirements to be incorporated into project plans and specifications. Plans and specifications will be available for download on or about September 26, 2026. Bid receipt is scheduled for November 12, 2026, with contract award anticipated in January 2027 and work commencement in March 2027.
Evaluation criteria include experience with similar-sized airport projects, technical competency of key staff, current workload, financial stability, reputation for timely completion, claims and litigation history, adherence to schedules, safety and quality control programs, and commitment to applicable Small Business and Disadvantaged Business Enterprise program goals. Late, incomplete, or non-responsive applications will be rejected. All applications become the property of the Raleigh-Durham Airport Authority upon receipt.
