About this opportunity

The City of Lakeland Public Works Facilities Maintenance Division is requesting proposals for exterior-wall preparation, repairs, and waterproofing at City Hall, with proposals due August 3, 2026, and a mandatory pre-proposal meeting on July 14 at 9:00 a.m. Respondents must hold Florida state certification as a Licensed General Contractor (CGC) or Building Contractor (CBC).

City Hall is a three-story office building constructed in the 1920s with concrete structural elements and exterior finishes of painted stucco, uncoated aggregate panels, and stone. The project addresses identified water intrusion at interior offices and paint blistering along exterior walls. The building is located at 1140 E. Parker Street, Lakeland, Florida.

Proposals will be evaluated on a 100-point basis with four equally weighted criteria: Company Experience (25 points), Personnel Experience (25 points), Fee Proposal (25 points), and Proposed Schedule (25 points). The evaluation emphasizes public-sector waterproofing projects involving occupied historic facilities. Respondents must submit three relevant project references completed within the past three years of similar scope and complexity, a preliminary schedule assuming an August 3, 2026 start date, and a site logistics plan addressing access, laydown areas, and dust control. Attendance at the mandatory pre-proposal meeting is required for proposal consideration.

Respondents must submit a bid bond equal to five percent of the proposal price and a Public Construction Bond per Florida Statute Section 255.05 equal to the full contract price upon award. Required insurance includes Commercial General Liability of $1,000,000 per occurrence, Business Auto Liability of $1,000,000, Workers' Compensation at statutory limits, Excess Liability of $1,000,000, and Contractors Pollution Liability or Environmental Impairment Liability of $1,000,000. Written questions are due July 24 at 5:00 p.m. Contract award is anticipated within ninety days of RFP opening. The RFP is valid for sixty days from opening.
