About this opportunity
Chattahoochee County is seeking qualified engineering firms to provide comprehensive services for federally assisted projects, specifically focusing on a Fiscal Year 2026 Community Development Block Grant (CDBG) infrastructure improvement project. The procurement involves selecting an engineering firm to complete a Preliminary Engineering Report (PER), design services, and construction administration for various federally funded initiatives. Qualified firms must demonstrate extensive experience in assisting local governments with federal project development, including expertise in CDBG, Employment Incentive Program (EIP), Georgia Environmental Facilities Authority (GEFA), Economic Development Administration (EDA), and Appalachian Regional Commission (ARC) projects. The solicitation requires firms to submit statements of qualifications and proposals, with a submission deadline of July 7, 2025. Responding firms must be capable of providing comprehensive engineering services that comply with federal regulations, specifically 24 CFR 570.489(g), and should be prepared to potentially be considered for additional project contracts within a 24-month period from the notice date.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract is structured as a project-specific engagement rather than a retainer service, with immediate focus on the FY2026 CDBG infrastructure project. While no specific budget range is mentioned, the scope suggests a substantial engineering services contract that could include multiple phases of project development. The county intends to contract with a reputable engineering firm within one year of the notice date, with the possibility of future contract addendums for state and federally funded projects. Interested firms should carefully review the attached documentation, including the "04_Chattooga_ENG RFQ_P NOTICE 5_14_25.pdf" and "DCA S3 Solicitation Package_ PRINT VERSION 10.docx" files, which likely contain additional detailed requirements and submission guidelines for potential respondents.

Statements of qualifications and proposals are being requested from Engineering Firms with a strong record in successfully assisting local governments with the preliminary report, final design, and construction administration of Federally Assisted Projects. Responding firms should be qualified to provide a Preliminary Engineering Report (PER), design and construction administration services for projects utilizing federal funds. Plans are to contract, within a year from the date of this notice, a reputable Engineering Firm for Preliminary Report, Design and Construction Administration services for Federally Funded Projects related to community and economic development. This procurement could include Community Development Block Grants (CDBG), Employment Incentive Program (EIP) Projects, Georgia Environmental Facilities Authority (GEFA) Projects, Economic Development Administration (EDA) Projects, Appalachian Regional Commission (ARC) Projects and any other federally funded project in compliance with 24 CFR 570.489(g). This procurement action may also lead to additional project contracts and/or contract addendums for Preliminary Engineering Report (PER), design and construction administration services, for State and Federally funded projects. This is not a request for retainer services. Immediate plans call for services to assist the County with the Preliminary Engineering Report, Design Services and Construction Administration Services for a FY2026 CDBG Project related to infrastructure improvements. Submitting firms will be re-considered, on a project-by-project basis, should future federally funded opportunities arise in the next 24-month period from date of this notice.
