About this opportunity
The Texas Education Agency is requesting responses for three distinct projects related to PreK-12 Open Education Resources development and improvement under RFP 701-26-027, with responses due November 13, 2026, at 2:00 P.M. Central Time and a pre-proposal meeting on October 16, 2026. A mandatory VetHUB Subcontracting Plan with a 5% service-disabled veteran-owned business participation goal applies to all responses.
Project 1 seeks contractors with existing content to source, procure, and customize fully developed, grade-appropriate High-Quality Instructional Materials, primarily for K-12 Social Studies. Project 2 requests contractors capable of developing custom-built Tier 1 OER instructional materials for PreK-12, with particular emphasis on Grades 6-12 Bluebonnet Learning materials for Positive Character Traits in English and Spanish. Project 3 targets contractors with expertise in updating, revising, and substituting existing OER materials through rapid-cycle continuous improvement to maintain Tier 1 status.
The anticipated contract commencement is May 2027 with an initial term of five state fiscal years and potential for two additional renewal years. All materials developed become works for hire owned by TEA. Contractors may submit separate responses for one or more projects, which TEA will evaluate and award independently. Budget is not specified as a total procurement ceiling; all proposed budgets must be detailed in a Task, Activity, Deliverable, and Budget Plan (TADBP) with costs broken down by task, subtask, and deliverable by fiscal year. All payments are based on satisfactory completion and acceptance of deliverables with monthly invoicing established upon contract award.
Evaluation criteria include technical components, management ability, TADBP quality, content area expertise, samples of previous work, and reference checks. Responses scoring "D" or "F" on the Vendor Performance Tracking System are disqualified. All materials must comply with IMRA quality indicators, TEKS alignment, and accessibility standards including WCAG and 508 compliance. Contractors must comply with information security requirements aligned with NIST standards, including encryption, multi-factor authentication, and prohibition on using TEA confidential or protected student data as input for generative AI without explicit written authorization.
