About this opportunity
The State of Maine Division of Purchases is requesting quotes for preformed thermoplastic highway marking material, with quotes due June 15, 2010 at 2:00 p.m. local time. Questions are accepted up to 48 hours prior to bid closing and must be submitted electronically through the AdvantageME Vendor Self Service (VSS) portal; responses are posted in the same location.
In the event of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope includes preformed thermoplastic highway marking materials specified to Premark Plus brand at 125 mils thickness or equivalent substitutes, comprising white lines (4 inches × 3 feet, 12 inches × 3 feet, and 24 inches × 3 feet), yellow lines (4 inches × 3 feet), yield symbols (16 inches × 24 inches), turn arrows in standard FHWA configurations (left and right), combination arrows (left and right), and directional symbols ("Only," "Stop," "Ahead," "Slow," and "Yield") at 8 feet in length. All products must meet complete specifications of the Premark product line as established by FHWA standards. Approximate volumes are specified for each item type, ranging from 5 to 1,000 linear feet for line products and 5 to 50 units for arrows and symbols. Pricing is quoted on a per linear foot basis for lines and per unit basis for arrows and symbols.
Awards will be made based on best value to the state considering quality, conformity to specifications, delivery date, and overall state interest. Bidders must submit separate unit prices for each item specified; all transportation charges, trade discounts, and quantity discounts must be included in pricing. Cash discounts of 20 days or more are considered in determining the low bidder; discounts under 20 days are not. The State is exempt from Federal and Maine State Sales and Use taxes. The Division reserves the right to increase or decrease quantities by 10% and to reject any or all quotes.
