About this opportunity

The City of Kingman, located in Mohave County, Arizona, is soliciting sealed bids for precast reinforced concrete box culvert sections through Invitation for Bids (IFB) 2025-IFB-038, supporting the Flying Fortress Parkway and Airway Avenue paving project. The procurement seeks six distinct precast concrete box culvert configurations totaling approximately 3,669.5 linear feet, including 10x6, 10x5, 8x5, and 6x4 culvert sections. Vendors must provide precast sections conforming to ASTM C1577 specifications and ADOT Standard Details, with delivery estimated for March 2026. Evaluation criteria will focus on overall cost, including shipping and taxes, and the ability to meet specified delivery dates. Prospective bidders must submit questions through the OpenGov procurement portal by 5:00 pm Arizona time on December 4, 2025, with sealed bids due electronically by 5:00 pm Arizona time on December 16, 2025. A non-mandatory pre-bid meeting is scheduled for December 1, 2025, at 2:00 pm Arizona time.

Bidders must be certified by either the National Precast Concrete Association (NPCA), American Concrete Pipe Association (ACPA), or Precast/Prestressed Concrete Institute (PCI) and must submit shop drawings for approval prior to manufacturing. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000), and statutory Workers' Compensation rates. Bidders must provide a W-9 form, New Vendor Application or Vendor Verification Form, signed IFB Signature Page, and a subcontractor list if applicable. The City is not exempt from Transaction Privilege Tax and Sales Tax, which must be included in bid pricing. No specific funding source is identified, and no set-aside designations for disadvantaged enterprises are mentioned in the solicitation documents. While a specific award value is not explicitly stated, the comprehensive project involves multiple culvert sections with varying linear footage, suggesting a substantial procurement opportunity for qualified precast concrete manufacturers and suppliers.
