About this opportunity
Broward County's Purchasing Division is issuing a Request for Proposal (RFP) to select a Managing General Contractor (MGC) to provide preconstruction and construction services for the PFAS Water Treatment and Transmission System Improvements Project. The project encompasses three major components: construction of a 16 million gallon per day (MGD) nanofiltration membrane water treatment facility at the District 1A Water Treatment Plant in Lauderdale Lakes, Florida; construction of a 25 MGD nanofiltration membrane facility at the District 2A Water Treatment Plant in Pompano Beach, Florida; and construction of an interconnecting 24-inch diameter potable water transmission main pipeline spanning approximately 6 miles between Storage and Repump Facility 1B1 and District 2A WTP. The estimated project contract value is $375,000,000 with a total contract time of 1,064 calendar days from issuance of the first Notice to Proceed, consisting of 334 calendar days for preconstruction services and 730 calendar days for construction services to substantial completion, plus 90 days for final completion. A critical requirement is that both water treatment plants must remain fully operational throughout the project duration without interruption of water supply. Proposals will be evaluated on six criteria: ability of professional personnel (20 points), project approach (30 points), past performance (20 points), specialized experience and capabilities (15 points), location (5 points), and pricing as a fixed fee percentage not to exceed 8% (10 points), for a total of 100 available points. The solicitation closing date is May 28, 2026, with responses to be submitted electronically through the BPRO system.
A 15% County Business Enterprise (CBE) participation goal applies to this solicitation. Vendors must submit a bid bond equal to 5% of the estimated project cost ($375,000,000), with performance and payment bonds required at 100% of the final contract amount upon award. All respondents must comply with criminal history screening practices, lobbyist registration requirements, and submit certifications regarding drug-free workplace programs, non-collusion, public entities crimes, and scrutinized companies list eligibility. Pricing for the MGC services is structured as a fixed fee percentage not to exceed 8% of the project's estimated Guaranteed Maximum Price, subject to negotiation and reduction. The solicitation is funded entirely by County funds with no federal or state grant funding involved. Broward County's Cone of Silence ordinance prohibits all communications regarding this competitive solicitation among vendors, County staff, and Commissioner offices from the time of advertisement until award or rejection of all responses.
