About this opportunity
The City of Houston is soliciting qualifications from professional engineering firms for a standing, SPD-maintained Pre-Qualified Pool serving Houston Public Works projects, with a pre-submission conference on November 5, 2026 at 9:00 a.m. CT via Microsoft Teams and submissions due November 19, 2026 at 4:00 p.m. CT. Selection is qualifications-based under Texas Government Code Chapter 2254, and pricing is neither requested nor evaluated at this phase. Women and Small Business Enterprise (W/SBE) goals are set at the project level during Step 2, not at pool formation, so this RFQ carries no pool-level set-aside.
The pool spans 22 engineering qualification categories, and firms may pre-qualify in a maximum of six. Named categories include water treatment plants, wastewater systems, stormwater infrastructure, structural engineering, geotechnical services, transportation design, traffic engineering, architecture and facilities, construction management, surveying, environmental permitting, and infrastructure planning. Respondents must submit professional liability, workers' compensation, and general liability insurance documentation, current professional registration or licensing certificates, three standardized project sheets per category with verified client references, a professional staff list identifying key personnel and licenses, financial stability documentation, and disclosure of pending litigation and conflicts of interest. The City may suspend or remove firms for unsatisfactory performance, debarment, material misrepresentation, lapsed licenses or insurance, or policy violations.
Harris County is the listed jurisdiction. The pool remains valid for two years, with new prequalification RFQs issued every two years. Approved firms compete for Step 2 project assignments through Mini-RFQ competitions or rotation assignments. Questions are due November 12, 2026 at 4:00 p.m. CT. The City reserves the right to reject any or all submissions and cancel the RFQ at its sole discretion.
