About this opportunity

Palm Beach County's Board of County Commissioners issued Request for Pre-Qualification (RPQ #17-067/KP) to establish a pre-qualified vendor list for the supply of various lumber products on a term contract basis. The solicitation encompasses twenty-three categories of lumber products, including plywood in multiple grades and finishes, hardwoods, pressure-treated lumber for various moisture environments, and specialty wood products such as Hardy plank and Hardy panel. Vendors were required to submit sealed pre-qualification responses by August 24, 2017, at 4:00 p.m. to the Palm Beach County Purchasing Department, directed to Buyer Kerry L. Parker. Pre-qualified vendors must demonstrate financial stability, appropriate licensing, insurance coverage, and the ability to supply specified lumber products. The contract term is sixty months or until estimated funding is expended, with pre-qualified vendors notified on an as-needed basis of specific projects and required to submit written price quotes within five business days of notification. Award will be made to the lowest responsive and responsible bidder for each project, with pricing fixed and firm for ten days from quotation submittal, and all unit prices inclusive of supervision, labor, equipment, materials, handling, unloading, and delivery charges. Additionally, vendors must provide three references demonstrating similar goods provision within the past three years and submit Non-Discrimination Policy documentation consistent with County Resolution R-2014-1421.

Small Business Enterprise vendors certified by Palm Beach County at the time of project opening and within ten percent of the lowest bid shall receive preference for award. Local preference of five percent is available to vendors with permanent places of business in Palm Beach County or the Glades, established prior to solicitation issuance and verified by current Business Tax Receipt. Individual projects are structured not to exceed $99,999 to support Small Business Enterprise participation goals, while projects valued at or exceeding $100,000 will be separately solicited through formal competitive sealed bid processes. The anticipated contract value over the sixty-month period is $650,000. Palm Beach County qualifies for tax exemption; vendors are responsible for all supplier sales taxes related to contract fulfillment. The pre-qualification framework allows multiple vendors to be approved simultaneously, creating a roster of available suppliers that can be accessed for individual procurement actions, streamlining future competitive bidding while maintaining quality and compliance standards for lumber procurement.
