About this opportunity
Palm Beach County Board of County Commissioners' Purchasing Department is conducting a Request for Pre-Qualification (RPQ #23-024/SS) to establish a pre-qualified vendor list for the purchase and delivery of professional/industrial and broadcast-grade video broadcast equipment. The solicitation accepts pre-qualification submissions on a rolling basis, with an initial submission deadline of December 29, 2022 at 4:00 p.m., after which vendors may submit applications at any time for evaluation and inclusion on the pre-qualified list. The contract will have a sixty-month term with an anticipated total expenditure value of $892,000, though the County reserves the right to increase or decrease this amount based on actual requirements. Vendors must provide exact equipment as specified, replace any damaged items within thirty days at no cost to the County, and deliver all goods F.O.B. destination. Once pre-qualified, vendors will be notified of individual projects on an as-needed basis and must submit written quotes within five business days of notification. Pricing will be based on a single fixed percentage discount submitted by vendors, with all costs including labor, equipment, materials, shipping, transportation, delivery, and related expenses. Projects equal to or exceeding the mandatory bid amount of $100,000 will be separately solicited through a formal competitive sealed bid process.
Small/Minority/Women-Owned Business Enterprise (S/M/WBE) set-asides apply on a project-by-project basis for individual projects not exceeding $99,999, with certified SBEs bidding within ten percent of the lowest non-small business bid receiving the award at their bid price. Only firms certified by Palm Beach County at the time of solicitation opening are eligible to meet the established Office of Equal Business Opportunity (OEBO) Affirmative Procurement Initiative (API) requirements, and prime contractors must submit properly executed Subcontractor/Subconsultant Schedules 1 and 2 identifying all subcontractors and their certified business status, with failure to do so resulting in non-responsive status. Local preference provisions provide a five percent discount to vendors with permanent places of business in Palm Beach County or the Glades. Vendors must register in the County's Vendor Self Service (VSS) system and maintain current Business Tax Receipts and applicable licenses throughout the contract term. The anticipated contract value of $892,000 over the sixty-month period represents the total budgeted amount for video broadcast equipment procurement, with individual project values varying based on County requirements.
