About this opportunity
Palm Beach County Board of County Commissioners, Purchasing Department, issued Request for Pre-Qualification (RPQ #21-056/LP) to establish a pre-qualified vendor list for playground, park, and water park equipment and parts. The solicitation seeks vendors capable of providing purchase-only services, purchase and installation services, or removal and disposal services across seven item categories: playground equipment and parts, park equipment and parts, water park equipment and parts, and demolition/removal/disposal services. All equipment must meet current federal, state, and local safety standards, including ASTM F1487 compliance and International Playground Equipment Manufacturers Association (IPEMA) certification, and be constructed of non-rusting, UV-resistant, non-toxic materials with stainless steel fasteners and components. Pre-qualified vendors will be invited on an as-needed basis to submit itemized written price quotes for individual projects, with awards made on an all-or-none basis to the lowest responsive and responsible vendor. Pricing must be fixed with no escalation clauses and remain valid for ten days from quotation submission, including all labor, materials, equipment, transportation, delivery, installation, and other facilities necessary for complete performance. Vendors must provide evidence of three prior references with similar work experience, copies of manufacturer authorization documentation, current catalogs, valid Business Tax Receipts, applicable certifications and licenses, and proof of commercial general liability insurance ($500,000 minimum), business auto liability insurance ($500,000 minimum), and workers' compensation insurance. The contract term is sixty months from the date of award with an estimated total expenditure of $1,960,000 across the contract period, with an initial submission deadline of October 7, 2021, and provisions allowing new vendors to submit applications at any time thereafter for evaluation and addition to the pre-qualified list.
Palm Beach County's Equal Business Opportunity (EBO) Ordinance applies to this solicitation, with Small/Minority/Women Business Enterprise (S/M/WBE) vendors certified by the County receiving preference if within ten percent of the lowest responsive bid. A five percent Local Preference is available to vendors with a permanent place of business in Palm Beach County or the Glades. Respondents are required to complete the Affirmative Procurement Initiative (API) Schedule 1 form to track disadvantaged and small business enterprise participation, documenting all subcontractor and subconsultant participation broken down by minority business enterprise (MBE), women business enterprise (WBE), and small business enterprise (SBE) classifications; only firms certified by Palm Beach County as of the solicitation due date are eligible to satisfy established OEBO Affirmative Procurement Initiative goals. Delivery and installation must occur during normal County hours (Monday-Friday, 8:00 a.m. to 5:00 p.m.), with all delivered items subject to inspection and acceptance by the County before payment is rendered. The current due date for submissions is November 22, 2026, with the opportunity posted on January 23, 2026.
