About this opportunity

The County of Orange, California, through its OC Public Works department, is soliciting pre-qualified contractors for a Job Order Contract (JOC) to provide elevator services at County-owned, operated, or maintained facilities throughout Orange County and San Diego City. This is an indefinite-quantity, usage-based contract with a not-to-exceed value of $2,000,000 and an initial term of one year with two optional one-year renewals. Contractors must hold a valid Class C-11 California State Contractor's License and be registered with the Department of Industrial Relations. Key deliverables include responding to Request for Quote notifications within two working days, completing detailed scopes of work and joint scope meetings within 48 hours, submitting cost quotes and work duration schedules in accordance with the Construction Task Catalog, and providing shop drawings and subcontractor lists. Evaluation criteria include Essential Requirements for Qualification (pass/fail), Licenses and Bonding (minimum 15 points), Organization, History, Organizational Performance, and Compliance with Civil Laws (minimum 87 points), and Construction Projects (reference-based evaluation). The pre-qualification application deadline is February 13, 2026, at 2:00 p.m., with pre-qualification questions due by February 4, 2026. A mandatory pre-bid conference call is scheduled for February 25, 2026, at 10:00 a.m. via Microsoft Teams, with attendance required by 10:10 a.m. Electronic bid submissions through the County's OpenGov system are due by 2:00 p.m. on March 12, 2026, with bid questions due by March 3, 2026.

Contractors must demonstrate general liability insurance with minimum limits of $5,000,000 per occurrence and aggregate, workers' compensation insurance as required by law, and bonding capacity of at least $1,000,000 verified through a notarized statement from an admitted surety insurer. Performance and Payment Bonds of $1,000,000 each are required upon contract award. Prevailing wage compliance is mandatory pursuant to California Labor Code Section 1773, and contractors are subject to all requirements under Labor Code Section 1776 regarding certified payroll record maintenance. Immediate disqualification will result from affirmative answers regarding license revocation within the past five years, surety default, contract termination, criminal convictions related to government contracts, or active litigation with the County. The contract compensation is structured using an Adjustment Factor methodology applied against unit prices in the Construction Task Catalog, with separate factors for Normal Working Hours (7:00 a.m. to 5:00 p.m.) and Other Than Normal Working Hours (5:01 p.m. to 6:59 a.m.), and contractors must self-perform either 20 percent of work for A and B licenses or 75 percent for C licenses unless otherwise approved. Contractors are responsible for a 1.31 percent JOC System License Fee on all work procured through The Gordian Group's JOC System. The estimated contract value is $2,000,000, with monthly progress payments made at 95 percent of invoice amount and five percent retention released upon Final Acceptance and filing of the Notice of Completion.
