About this opportunity

Palm Beach County's Purchasing Department issued a Request for Pre-Qualification (RPQ) for the establishment of a pre-qualified vendor list to supply playground, park, and waterpark equipment and parts on a purchase and delivery or purchase and installation basis. The solicitation encompasses six item categories: playground equipment/parts with purchase and delivery (Item #1) and purchase and installation (Item #2); park equipment/parts with purchase and delivery (Item #3) and purchase and installation (Item #4); and waterpark equipment/parts with purchase and delivery (Item #5) and purchase and installation (Item #6). All equipment must be new, currently manufactured, IPEMA-certified, and compliant with ASTM F1487 and applicable federal, state, and local safety standards. Vendors are responsible for all supervision, labor, equipment, tools, materials, transportation, unpacking, uncrating, assembly, and installation in accordance with manufacturer specifications, while the County provides site access, water, electricity, and site preparation. Vendors must provide twelve-month labor warranties and factory/manufacturer warranties on all equipment, maintain Commercial General Liability Insurance ($500,000), Business Auto Liability Insurance ($500,000), and Workers' Compensation Insurance with Palm Beach County named as Additional Insured. The initial pre-qualification submission deadline is October 7, 2024, at 4:00 p.m., with provisions allowing new vendors to submit at any time thereafter for evaluation and addition to the pre-qualified list. Pricing responses must be submitted on County-provided forms and represent firm pricing for ten days from submission.

This is a federally funded solicitation requiring compliance with various federal regulations including debarment and suspension certifications, Byrd Anti-Lobbying Amendment certifications, Drug-Free Workplace certifications, and human trafficking affidavits. The solicitation includes Small Business Enterprise (SBE) and Women Business Enterprise (WBE) participation requirements, with vendors required to complete OEBO Schedule 1 and Schedule 2 forms identifying subcontractor participation and certifications. The resulting contract term is sixty months or until estimated funding is expended, with no specific renewal options identified, and the County reserves the right to increase or decrease the contract based on actual requirements. Individual projects valued at or above the Mandatory Bid Amount of $100,000 will be subject to formal competitive sealed bid processes and separately solicited. The anticipated contract value over the sixty-month period is $62,500. New vendors may be added to the pre-qualified list at the County's sole discretion throughout the contract period.
