About this opportunity

Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Pre-Qualification for various types of press room supplies to establish a pre-qualified vendor list for the County Graphics Division. The procurement seeks vendors capable of supplying ink, solvents, solutions, chemicals, glue, stitcher wire, and darkroom supplies from nine specified manufacturers: Allied Chemical, Anchor/Fuji Hunt, Hurst Graphics, Itek/A.B. Dick/Presstek/Mark Andy, Pro Products, SPINKS Ink, Sun Chemical/Rycoline/Rogersol, Tokyo Printing Ink, and VanSon. Vendors may pre-qualify under any of these manufacturers and will be required to submit fixed prices for new merchandise free from defects, with all costs including transportation, delivery charges, and fuel surcharges incorporated into quoted prices. Once pre-qualified, vendors will receive periodic requests for itemized price quotes on an as-needed basis, with awards made on an item-by-item basis to the lowest responsive bidder. The original submission deadline was September 11, 2014, at 2:00 p.m., with responses required on the County's designated response form submitted to the Purchasing Department in a sealed envelope. All items must include factory/manufacturer warranty against defects in materials and workmanship effective from the delivery and acceptance date, with the F.O.B. point at destination and vendors retaining title and responsibility for all transportation costs and liability.

The County applies Small Business Enterprise (SBE) preferences, awarding contracts to certified small businesses within ten percent of the lowest responsive vendor price. Vendors must return quotations within five business days of receipt or be marked as "no quote," and failure to respond to five consecutive project quotation requests may result in removal from the pre-qualified vendor list. The contract term is sixty months with anticipated total funding of $95,000 over that period. Individual projects under this term contract shall not exceed $49,999; projects at or above the mandatory bid amount of $50,000 will be separately solicited through formal competitive sealed bid processes. This pre-qualification structure allows the County to efficiently manage press room supply procurement while ensuring competitive pricing and vendor responsiveness through the threat of removal for non-performance on quotation requests.
