About this opportunity
The California Department of Alcoholic Beverage Control (ABC) is seeking a contractor to provide pre-employment polygraph examinations for Agent candidates across various regions of California. The procurement is specifically for polygraph testing services to support the agency's hiring process for peace officers who will investigate and enforce alcoholic beverage control regulations. Qualified bidders must demonstrate at least three consecutive years of experience conducting pre-employment polygraph examinations for a California Law Enforcement agency, with the capability to conduct examinations simultaneously statewide. The contract is expected to commence on July 1, 2016, with a proposed term of 24 months and potential one-year extension. Bidders must submit their proposals by June 17, 2016, and are required to possess resources for timely statewide examination delivery, demonstrate sound business integrity, and maintain a responsive history of contractual obligations. The contract requires contractors and employees to sign a non-disclosure agreement upon award, and all work must comply with standards set by the California Association of Polygraph Examiners.
This contract opportunity is exclusively reserved for small businesses, effectively limiting participation to smaller enterprises meeting the specified qualifications. Potential bidders must complete several attachments, including a Bidder References form, Bid Certification Sheet, and Cost Sheet, which are provided as part of the Request for Proposal (RFP) 166-0172. While specific budget ranges are not explicitly stated, interested parties can direct questions to Lisa Adamson, Business Services Officer I, via email at Lisa.Adamson@abc.ca.gov. The procurement process includes standard state contract documentation, such as the CCC-307 form and Follow-on Consultant Contract Disclosure, which vendors must complete. The contract's geographic scope is extensive, covering 26 Division, District, and Enforcement offices throughout California, from the Oregon border to the Arizona and Mexico borders, requiring a contractor with robust statewide operational capabilities.
