About this opportunity

The California Department of Forestry and Fire Protection (CAL FIRE) is requesting bids for pre-employment background investigation services supporting recruitment efforts statewide, with bids due September 17, 2026 at 10:00 a.m. Pacific Time and a virtual bid opening scheduled for September 18. The contractor must be licensed by the California Bureau of Security and Investigative Services (BSIS) to conduct pre-employment background investigations—a mandatory qualification filter.

A 5% small business (SB) preference is available to certified small businesses, with a maximum preference amount of $50,000. Non-small businesses may claim a 5% preference if they subcontract at least 25% of net bid price to certified SBs. A disabled veteran business enterprise (DVBE) incentive program applies with a dollar cap of $100,000 for combined incentives and preferences. Award will be made to the lowest responsive responsible bidder after SB and DVBE adjustments are applied.

The scope encompasses comprehensive pre-employment background investigation services including home and neighborhood visits, record checks, form management, and electronic delivery of POST-compliant reports. The contractor must provide all materials, labor, equipment, tools, permits, taxes, transportation, and fees, working cooperatively with CAL FIRE staff and background investigators to align with CAL FIRE policies and procedures.

The estimated quantity is 285 background investigations. Services shall be performed Monday through Friday, 8:00 a.m. to 5:00 p.m., except state holidays. The estimated agreement runs from January 1, 2027 (or upon California Department of General Services approval, whichever is later) through June 30, 2029. The contractor must maintain commercial general liability insurance of not less than $1,000,000 per occurrence, workers' compensation insurance with waiver of subrogation, and commercial automobile insurance of not less than $1,000,000. All bid costs must be all-inclusive. Written questions are due September 3, 2026 at 10:00 a.m. Pacific Time.
