About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) for the establishment of a Master Agreement for pre-compressed bridge joint seals. The solicitation seeks bids for eleven line items of pre-compressed, silicon-and-foam hybrid bridge expansion joint seals in sizes ranging from 1.5 inches to 4 inches, with each line item requiring 320 linear feet. Only manufacturers meeting the specifications of EMSEAL, SSI, or Watson Bowman are acceptable. Vendors must submit electronic bids through the Kentucky eProcurement system by June 8, 2022, at 1:30 p.m. Eastern Time, with the written questions deadline set for May 31, 2022, at 4:00 p.m. The initial contract period begins July 1, 2022, and expires June 30, 2023, with an option to renew for four additional one-year periods upon mutual written agreement. Award will be determined using a best value approach with points allocated as follows: Price (95 points) and Delivery (5 points). The winning bidder must provide four one-day field training demonstrations conducted by a company technician, and deliveries exceeding 30 calendar days may be deemed non-responsive, with late deliveries incurring a penalty of $100 per day per line item. The minimum order value per Delivery Order is $1,000, with shipping terms F.O.B. destination freight prepaid and allowed.
The procurement includes several set-aside designations and preference programs available to qualified bidders. Kentucky resident bidders, as defined under KRS 45A.490-494, are eligible for reciprocal preference and must submit a Required Affidavit for Bidders claiming resident status. Additionally, qualified bidders including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, nonprofit corporations furthering KRS Chapter 163, and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference) may claim preference points. Foreign entities must provide a Certificate of Authority to transact business in Kentucky or identify applicable exceptions. All bidders must submit a notarized Annual Affidavit for Bidders establishing compliance with Kentucky campaign finance laws, tax registration, non-delinquency on state taxes, and other statutory requirements. Payment will be made upon delivery and acceptance of goods at the unit bid price, typically within thirty working days of invoice receipt, with provisions allowing one price increase during the initial twelve-month period based on industry-wide changes requiring sixty days' notice.
