About this opportunity

The City of Atlanta's Department of Watershed Management is soliciting qualified vendors to supply Trojan UV disinfection system parts, components, and maintenance services under a multi-step competitive sealed bidding process with an initial qualification phase followed by an Invitation for Bids, with a Pre-Solicitation Conference to be noticed and a due date of June 30, 2026.

Vendors must be Trojan Industries manufacturer-certified representatives, distributors, or authorized providers and must supply manufacturer-certified or manufacturer-approved parts for Trojan UV4000 and Trojan SIGNA UV Disinfection Systems. This certification requirement is a hard filter for eligibility.

The scope covers eight parts categories: hydraulic system controls, lamps/sleeves/ballasts, sensors/wipers, module components, module removal mechanisms, power distribution centers, system control centers, and miscellaneous items. Vendors must deliver 90% of required parts within 24 hours and the remaining 10% within 72 hours. The awardee must provide responsive maintenance and repair services including troubleshooting, component replacement, hardware replacement, operator interface replacement, emergency on-site service within four hours of request, 24/7 technical support access through Rockwell Automation, and four hours of instruction on safe equipment use at the vendor's expense. A one-year parts and service warranty from delivery is required.

The City of Atlanta Code of Ordinance prohibits obligating funds for future budget years; vendors may submit optional multi-year proposals covering three service years, but the city reserves the right to limit commitment to annual appropriations. Payment terms are net 30 calendar days or 5% discount if paid within 10 days. Contract price is frozen for a specified period; cost increases require documented bona fide material cost increases submitted 30 days prior to implementation. Vendors must submit annual purchase reports to the Chief Procurement Officer within 15 days of each contract anniversary; failure to do so results in forfeiture of future City contracts. The City reserves the right to increase or decrease quantities without penalty and to request additional items at unit prices, catalog prices, or mutually agreed fair market value.
