About this opportunity

The City of Atlanta, on behalf of the Atlanta Department of Transportation, is conducting a multi-step competitive sealed bidding process to qualify and procure emergency on-call debris removal, snow and ice abatement, obstruction removal, and disaster response services, with a pre-solicitation conference to be noticed and a qualification phase followed by an Invitation for Bid due July 23, 2026. The City reserves the right to award multiple vendors determined to be responsible and responsive.

Vendors must demonstrate rapid emergency response capability, including snow and ice pretreatment with City-approved chemicals, snow plowing and removal, snow hauling to designated facilities, and non-hazardous debris removal (fallen trees, trash, concrete, boulders, tires, illegally dumped materials). Optional services include hazardous waste, household hazardous waste, white goods, electronic waste, soil and mud removal, vehicles and vessels, putrescent debris, infectious waste, chemical and biological contaminated debris, and demolition structure debris. Services cover City roadways, bridges, culverts, parking lots, sidewalks, crosswalks, rights-of-way, and other City-owned or maintained property.

Contractors must hold all required licenses, certifications, and insurance; meet Federal DOT and Georgia State Inspection standards; provide equipment with trained operators; and maintain supervisory capacity in four-wheel-drive vehicles (one supervisor per four or more pieces of equipment). All drivers and operators must be at least 18 years old with valid licenses. Mobilization requires deployment within required timelines; contractors are called with 24-hour notification and must report two hours before operational start time.

Compensation is an hourly rate per piece of equipment, inclusive of truck, drivers, operators, fuel, supplies, and tools, with overtime at 1.5 times the labor rate after 40 consecutive hours. A mobilization or standby fee applies if activation is cancelled. There is no guarantee on rate, duration, or total contract amount; services are as-needed only. Contractors must submit daily time logs with signatures for hours worked alongside invoices before payment.
