About this opportunity

The City of Atlanta, on behalf of the Department of Watershed Management, is conducting a prequalification phase preceding an Invitation for Bid for trace organic laboratory testing services to support NPDES permit compliance and industrial pretreatment program requirements, with the prequalification question deadline of June 26, 2026.

Vendors must demonstrate experience providing laboratory analytical services for wastewater, industrial pretreatment, and environmental compliance programs, including trace organic analysis, priority pollutant testing, whole effluent toxicity testing, QA/QC procedures, sample handling, regulatory reporting, and compliance services within municipal or environmental laboratory environments. The scope requires compliance with 40 CFR Part 136 analytical methods, NPDES program requirements, EPA regulations, and Georgia Environmental Protection Division requirements.

The contractor shall analyze samples that the City's internal Wastewater Services Laboratory cannot perform, supporting four Water Reclamation Centers and seven Combined Sewer Overflow control facilities across metropolitan Atlanta. All analyses must be initiated within five business days of purchase order receipt and completed within ten business days, with electronic reporting of results. The contractor must provide sample bottles, identification labels, shipping labels, and chain-of-custody forms; arrange sample pickup or shipping if required; report actual numerical values with method detection limits and minimum levels for each pollutant; and maintain test results in hard copy and electronic format for five years at no additional cost to the City. Invoices and QA data are due within ten business days of sample receipt. The City will require a performance bond for the entire contract amount. The contractor bears liability for any fines imposed by Georgia Environmental Protection Division or EPA for failure to comply with analytical requirements, and shall arrange third-party arbitration testing designated by the City in case of disputed results.

A pre-solicitation conference will be noticed separately to address questions and provide additional details.

Opportunity text

The City of Atlanta, on behalf of the Department of Watershed Management (DWM), will shortly undergo a Multi- Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) toward the procurement of qualified contractors to provide trace organic laboratory testing services to support compliance with National Pollutant Discharge Elimination System (NPDES) permits and industrial pretreatment program requirements. Interested vendors during the prequalification phase will be evaluated on their demonstrated experience providing laboratory analytical services for wastewater, industrial pretreatment, and environmental compliance programs, including trace organic analysis, priority pollutant testing, whole effluent toxicity (WET) testing, quality assurance/quality control (QA/QC) procedures, sample handling, reporting, and regulatory compliance services within municipal or environmental laboratory environments. Evaluation will also consider each vendor¿s ability to comply with all applicable federal, state, and local requirements, including the National Pollutant Discharge Elimination System (NPDES) program requirements, U.S. Environmental Protection Agency (EPA) regulations, Georgia Environmental Protection Division (GA EPD) requirements, and analytical methods established under 40 CFR Part 136. The City¿s expectation is that the selected vendor will deliver timely, accurate, and compliant laboratory analysis and reporting services that support regulatory compliance, ensure data integrity, maintain required turnaround times, and enhance operational reliability for DWM¿s wastewater treatment and pretreatment monitoring programs. A Pre-Solicitation Conference will be noticed and held to provide more details and address questions. Hope to see you there.
