About this opportunity

The City of Atlanta, on behalf of the Department of Corrections, is conducting a Multi-Step Sealed Bid process (prequalification phase followed by IFB) to procure a licensed dentist with a minimum of five years of correctional dentistry experience to deliver on-call inmate dental services, with a pre-solicitation conference to be noticed separately and proposals due July 9, 2026.

The selected dentist must hold a current Georgia dental license, possess a minimum of ten years of general practice dentistry experience and five years of specific experience in jail or correctional settings treating inmate populations, and meet American Correctional Association accreditation standards. The dentist will be on-call on designated Mondays, Wednesdays, or Fridays at the Atlanta City Detention Center, with the Director of Nursing providing two-day advanced notice of needed services except on Saturdays, Sundays, and legal holidays. The facility operates at a capacity of 1,183 inmates with an average daily population of 60.

Services include routine and emergency dental care: screenings within 7–14 days of admission, examinations within 14 days with diagnostic x-rays, treatment of dental pain and sedation fillings, tooth extractions for non-restorable teeth, individualized treatment plans, consultation and referral to specialists, hygienic services, and patient education. Excluded services are root canals, oral surgery, denture replacement, partial dentures, jackets, crowns, bridgework, and routine replacement of gold, alloy, or composite fillings. The dentist must maintain all instruments and equipment to ACA standards, manage dental supplies and inventory, be available for telephone consultations and Quality Assurance Committee meetings, and provide a qualified substitute dentist acceptable to the City if unavailable. The prequalification phase will filter vendors to those meeting minimum requirements before the IFB phase proceeds.
