About this opportunity
The City of Atlanta Department of Transportation is conducting a multi-step competitive sealed-proposal process for engineering and design services on the Lee Street Trail, a 2.75-mile multimodal trail connecting the West End MARTA Station to the Lakewood-Fort McPherson MARTA Station, with a pre-qualification phase followed by RFP; the pre-solicitation conference and full RFP are to be noticed separately. This is a federally and locally funded project subject to the Brooks Act and all applicable federal and local requirements.
The prime consultant must hold Georgia Department of Transportation prequalification in Area Class 3.13 (Facilities for Bicycles and Pedestrians) and maintain concurrent prequalifications in environmental, traffic, roadway design, utility coordination, hydraulic and hydrological studies, surveying, and erosion control — a mandatory and restrictive qualification filter. The scope encompasses design of an 8- to 12-foot multimodal trail with roadway reconfiguration, landscaped buffers, barriers where needed, pedestrian lighting, intersection improvements, a HAWK signal, and wayfinding signage. Deliverables include project management, surveys and traffic analysis, signal warrant study, concept through final design and construction documents, right-of-way and land-acquisition survey assistance, utility coordination, and limited construction administration (pre-construction kickoff, submittals review, 7-day erosion-control inspection, and up to six on-site project meetings). The consultant must conduct at least two public stakeholder meetings, develop and maintain a detailed work plan and schedule with monthly status reports, coordinate with MARTA, GDOT, CSX Railway, and Norfolk Southern Railway to address easements and right-of-way conflicts, and prepare updated construction cost estimates at each design phase. If design changes trigger significant environmental variance, the consultant will coordinate with the City to obtain additional Federal Transit Administration environmental approval.
A pre-solicitation conference will be noticed to provide additional details and answer vendor questions. The due date for this pre-advertisement notice is July 31, 2026.
Opportunity text
The City of Atlanta, on behalf of the Department of Transportation, will shortly undergo a Multi-Step competitive Sealed Proposal process comprised of a pre-qualification phase, followed by a Request for Proposals (RFP). The City is seeking interested vendors for engineering and design services for the Lee Street Trail, and a 2.75-mile multi-use trail that will connect the West End MARTA Station to the Lakewood, Fort McPherson MARTA Station. The City"s expectation is that the selected vendor will also assume responsibility for the design of the roadway reconfiguration, an 8 to 12-foot multi-use trail, landscaped buffers, barriers where needed, pedestrian lighting, intersection improvements, a HAWK signal, and wayfinding signage. The selected vendor solution is intended to enhance pedestrian and bicycle connectivity while supporting access to transit, the Atlanta BeltLine, and future regional trail networks. This federally and locally funded project must comply with the Brooks Act and all applicable federal and local requirements. A Pre-Solicitation Conference will be noticed and held to provide additional details and answer questions from interested vendors. We look forward to your participation.
