About this opportunity
The City of Atlanta, on behalf of the Atlanta Department of Transportation, is conducting a multi-step competitive sealed bidding process for emergency on-call debris removal, snow and ice abatement, obstruction removal, and disaster response services, with a pre-solicitation conference to be noticed and a formal Invitation for Bid due by September 30, 2026. The City reserves the right to award multiple vendors. A 15% SBE participation goal applies; all SBE firms must be certified by or have certification applications pending with the City of Atlanta Office of Contract Compliance prior to bid submission, and all bidders must comply with the City's SBO and EEO program requirements under City of Atlanta Code Division 12.
Contractors must provide labor, equipment, tools, materials, supervision, and qualified drivers and operators for debris clearing, removal, hauling, processing, and disposal from City roadways, bridges, culverts, parking lots, sidewalks, rights-of-way, and other City-owned or maintained property. Required services include snow and ice pretreatment, deicing, snow plowing and hauling, and non-hazardous debris removal (fallen trees, trash, concrete, boulders, tires, illegal dumping materials). Optional services include hazardous waste, household hazardous waste, white goods, electronic waste, soil and mud removal, and demolition debris. Contractors must mobilize within two hours of notification; equipment reporting and deployment must occur within that window. Drivers must be at least 18 years old with valid licenses and proper certifications. Contractors providing four or more pieces of equipment must supply 4-wheel drive supervisor vehicles for each shift. All equipment must meet Federal Department of Transportation and Georgia State Inspection standards and undergo City inspection before deployment.
Compensation is structured as hourly rates for emergency operations, including truck, driver, operator, fuel, supplies, and tools. Overtime (1.5× labor rate) applies after 40 consecutive hours. A standby/mobilization fee applies if activation is cancelled or deployment is not required after call-in. Contractors must maintain comprehensive insurance including Workers' Compensation (statutory limits), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($2,000,000 combined single limit), Excess or Umbrella Liability ($3,000,000 per occurrence), and Pollution Liability ($1,000,000 each occurrence / aggregate). All insurance carriers must maintain an A.M. Best rating of A- or higher, and the City of Atlanta Office of Enterprise Risk Management must be named as certificate holder and additional insured. The City reserves no guarantee on rate, duration, or total contract amount; services are provided as needed.
