About this opportunity
The City of Atlanta, Department of City Planning, is soliciting vendors for a prequalification phase leading to an Invitation for Bids for environmental remediation at the Chattahoochee Brick Company (CBC) site, a 75.4-acre property, with a pre-solicitation conference to be noticed and a questions due date of July 31, 2026. This is a multi-step competitive sealed bid process; the source does not specify the IFB due date. A 35% Small Business Enterprise (SBE) participation goal applies based on availability analysis. Failure to submit complete SBO documentation will render bids non-responsive.
The scope encompasses excavation and off-site disposal of approximately 3,800 cubic yards (5,700 tons) of surface soils contaminated with lead, cadmium, benzene, methylene chloride, bis(2-ethylhexyl) phthalate, chromium, and other contaminants exceeding Georgia Type 1 residential Risk Reduction Standards across four Areas of Concern; potential removal of an additional 2,500 cubic yards of subsurface soils containing PCBs, with approximately 100 cubic yards requiring hazardous-waste disposal under the Toxic Substances Control Act; site restoration; erosion and sediment control; stormwater management; environmental monitoring; traffic control; utility coordination; and community protection measures. Work must comply with OSHA standards, Davis-Bacon prevailing wage requirements, National Historic Preservation Act requirements, City of Atlanta specifications, Georgia Environmental Protection Division requirements, and EPA Brownfields Cleanup Grant requirements. The contractor must prepare site-specific Health and Safety Plans, Environmental Management Plans, and a Human Remains Discovery Plan, and obtain written approval from disposal facilities before transporting excavated materials.
The estimated contract value is $2.23 million over a base three-year term with two optional two-year renewal periods. The project is funded through a Federal Bipartisan Infrastructure Law EPA Brownfield Cleanup Grant (Cooperative Agreement #02D61223) with a grant period extending October 1, 2023, through September 30, 2027.
Insurance requirements include workers' compensation at statutory limits with employer's liability of $1 million each accident and per employee; commercial general liability of $1 million per occurrence with $2 million aggregate; commercial automobile liability of $1 million combined single limit; and all-risk property coverage at replacement value. All insurance carriers must maintain Best's rating of A− or higher with Financial Size Category Class VII or better and be authorized in Georgia. All bid, performance, and payment bonds must be underwritten by U.S. Treasury Circular 570 listed companies. The City must be named certificate holder and additional insured on all policies except workers' compensation and professional liability.

The City of Atlanta, on behalf of the Department of City Planning, will shortly undergo a Multi-Step Competitive Sealed Bid process comprised of a prequalification phase followed by an Invitation for Bids (IFB) for environmental remediation activities at the Chattahoochee Brick Company (CBC) site. The project consists of the excavation, transportation, and disposal of contaminated soils, site restoration, erosion and sediment control, stormwater management, environmental monitoring, traffic control, utility coordination, community protection measures, and all associated activities necessary to complete the remediation in accordance with City of Atlanta specifications, Georgia Environmental Protection Division (GA EPD) requirements, EPA Brownfields Cleanup Grant requirements, and the approved remedial design documents. During the prequalification phase, interested vendors should be prepared to demonstrate their technical expertise, organizational capacity, relevant experience performing environmental remediation projects of similar size and complexity, project approach, and ability to comply with all applicable federal, state, and local regulatory requirements. The City's expectation is to identify qualified vendors capable of safely and efficiently delivering the project on schedule while providing effective project management, maintaining compliance with all environmental and grant requirements, and minimizing impacts to the surrounding community. A Pre-Solicitation Conference will be noticed and held to provide additional project information and answer questions from prospective vendors. We hope to see you there.
