About this opportunity
The City of Atlanta Department of Watershed Management is conducting a multi-step sealed bid procurement for Howden Turblex blower parts, repair services, and ancillary support across four equipment groups, with prequalification submissions due July 31, 2026, followed by an Invitation for Bid. Vendors must be authorized Turblex manufacturer-certified representatives or distributors and provide proof via certificate or manufacturer letter — a mandatory eligibility gate.
The four classification groups cover Turblex blower models installed at specific City facilities: KA100SV-L500 (RM Clayton), KA445SV-GL225 (Utoy Creek), KA66SV-GL400 (South River), and Group IV miscellaneous services. Successful bidders must supply 90 percent of required parts within 24 hours and the remaining 10 percent within 72 hours. All materials must be new, manufacturer-certified or manufacturer-approved, and Underwriters' Laboratories compliant. Bidders must deliver a minimum of four hours of onsite instruction on safe equipment use at no cost to the City, comply with all OSHA and Georgia occupational safety requirements, and furnish parts and service manuals within 30 days upon request. One-year warranty coverage is required on parts and services from the delivery date, with replacement of damaged or inferior items covering both parts and labor. Group IV pricing must be submitted as straight-time quotation rates per day or per hour for technician and helper services. Subcontracting is permitted provided the bidder remains the City's sole point of contact and identifies all subcontractors in the bid submission.
Payment terms include a 5% discount for remittance within 10 days, otherwise net 30 days. Bidders must provide original manufacturer part crossover numbers before equipment delivery and submit annual itemized purchase reports to the Chief Procurement Officer within 15 days of the contract anniversary date. A Pre-Solicitation Conference will be noticed separately. The City reserves the right to increase or decrease quantities without penalty and prohibits obligating funds for future budget years.

The City of Atlanta, on behalf of the Department of Watershed Management, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB), towards the procurement intended to support the continued maintenance, repair, and operational reliability of the City's Howden Turblex blower systems through timely access to OEM-certified parts, qualified service personnel, and related ancillary support. Approximately four (4) groups of classification include Group I- Turblex Blowers KA100SV-L500 (RM Clayton), Group II Turblex Blowers KA445SV-GL225 (Utoy Creek), Group III Turblex Blowers KA66SV-GL400 (South River), and Group IV- Miscellaneous.
