About this opportunity

The City of Atlanta, on behalf of the Department of Watershed Management, is conducting a multi-step sealed-bid procurement for citywide on-call painting and pressure washing services with a prequalification phase followed by an Invitation for Bid, with the prequalification deadline of June 12, 2026. No set-aside or local-preference program is stated.

Vendors must demonstrate a minimum of three years of documented experience managing and operating similar multi-site maintenance services. The scope encompasses surface preparation, pressure washing and cleaning, sanding, scraping, caulking, and filling, and painting services across City-owned facilities including water treatment plants (Hemphill, Chattahoochee, Utoy Creek, South River, RM Clayton, and Intrenchment Creek), pumping stations, recreation centers, parks, public safety facilities, and Department of Public Works locations throughout the metro Atlanta area. Contractors must respond to task-order assignments in a timely manner and maintain a comprehensive quality control program. Painting work must comply with SSPC surface preparation guidelines and manufacturer specifications. Contractors are responsible for debris disposal and all labor, equipment, materials, and incidentals; the City provides water, power, and sanitary services to the extent available without interfering with plant operations.

Pricing is structured on a unit-cost basis with separate line items for painter labor (ground level and above ground), pressure washing (ground level and above ground), sandblasting (ground level and above ground), project manager and supervisor hourly rates, and material unit prices. Contractors must submit detailed product lists, specifications, and color samples for approval within seven days of Notice to Proceed; coating products must be Tnemec, Sherwin-Williams, Glidden, or approved equivalents meeting VOC limits, NSF water-contact certification, and chemical restriction compliance.

The contract term is three years with two one-year renewal options. The City reserves the right to award to multiple contractors and is under no obligation to commit to a minimum contract amount. A pre-solicitation conference will be held to provide additional details.

The City of Atlanta, on behalf of Department of Watershed Management (DWM), will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) towards the procurement of citywide on-call painting and pressure washing services supporting multiple City- owned facilities. Interested vendors during the prequalification phase will be evaluated on whether they meet the minimum technical, managerial, and operational requirements necessary to perform on-call, multi-site maintenance services. The City¿s expectation is that the selected vendor(s) will assume responsibility for surface preparation, pressure washing and cleaning, sanding, scraping, caulking, and painting services, along with the ability to respond to task-order assignments in a timely and efficient manner across various locations. A Pre-Solicitation Conference will be noticed and held to provide more details and address questions. Hope to see you there.
