About this opportunity

Norfolk Redevelopment and Housing Authority (NRHA) is requesting proposals for Relocation Management Services to support the Sykes Midrise RAD/Section 18 Redevelopment project, with proposals due July 10, 2026 at 3:00 p.m. EST and questions due July 2, 2026 at 4:00 p.m. EST. Section 3 compliance is required with labor-hour goals of 25 percent or more for Section 3 workers and 5 percent or more for Targeted Section 3 workers.

The scope covers relocation management for approximately 84 housing units, including 28 households currently temporarily relocated requiring return coordination and 32 households on-site requiring future relocation. Services include transition and compliance audits of relocation files, relocation execution with resident communication and move scheduling, unit readiness coordination with construction and maintenance teams, centralized data tracking and reporting, and management of subcontracted services (movers, storage, pest control). The contractor assumes responsibility for an existing relocation program already in progress rather than initiating new program setup.

Pricing is structured as a fixed cost per unit under a Schedule of Values covering all 84 units across three service categories (Transition and Compliance Audit; Relocation Execution, Unit Readiness Coordination, Data Tracking, and Subcontractor Coordination; and Reporting and Compliance), plus hourly rates for four job categories (Relocation Coordinator, Compliance and Reporting, Subcontractor Services Coordinator, and Auditor) each estimated at 2,400 hours. Travel expenses are reimbursed at cost aligned with federal per diem rates. Subcontractor costs require disclosure with a maximum 10 percent markup allowed, and competitive bidding under 2 CFR 200 procurement requirements applies based on service amounts.

The intended contract term is 12 to 24 months. Required insurance includes Workers' Compensation, Employer's Liability of $1,000,000, Commercial General Liability of $1,000,000 per occurrence, and Automobile Liability of $1,000,000 per occurrence with NRHA named as additional insured. Evaluation criteria total 105 points: Firm Overview (20), Experience and Capabilities (25), Project Approach (30), Price (25), and Section 3 participation (5).
