About this opportunity
The University of Georgia Real Estate Foundation (UGAREF) and the University System of Georgia are soliciting Statements of Qualifications for Commissioning (Cx) services for the Creswell Hall Renovation project located on the University of Georgia campus in Athens. The procurement seeks a qualified firm to provide comprehensive commissioning services for a major dormitory renovation project that includes reconfiguring living spaces, upgrading mechanical, electrical, and plumbing systems, improving exterior envelopes, and implementing ADA enhancements. The project scope encompasses significant infrastructure improvements, including new windows, curtainwall refurbishment, fan coil unit replacements, stairwell pressurization, and elevator upgrades. The renovation will transform Creswell Hall to accommodate approximately 924 beds with enhanced community spaces, collaborative areas, kitchenettes, and modernized student living environments. Responses to the Request for Qualifications are due by September 2, 2025, with potential exploration work planned for summer 2025 and utility/exterior work scheduled for summer 2026, and the full renovation anticipated to begin in May 2027 with occupancy targeted for the Fall 2028 semester.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly stated in the solicitation, the project appears to be a comprehensive renovation initiative with potential opportunities for various professional service providers. The project timeline suggests a multi-phase approach, with initial commissioning services being critical to the overall success of the renovation. The renovation will integrate with existing campus infrastructure, specifically connecting to District Energy Plant 1 and modernizing existing dormitory facilities. Although no specific budget range is provided in the documentation, the extensive scope of work—including system replacements, architectural reconfigurations, and technological upgrades—suggests a significant capital investment. The project represents a substantial infrastructure improvement for student housing at the University of Georgia, potentially attracting firms with specialized experience in higher education renovation and commissioning services.
