About this opportunity

Texas Parks and Wildlife Department State Parks Division is requesting bids on five powered track wheelchairs with specified accessories under an IFB with proprietary specifications per Texas Government Code Section 2155.067, with bids due September 2, 2026 at 2:00 p.m. Central Standard Time. Bidders may propose alternative products that meet or exceed the stated specifications; the referenced brand example is the Action Trackchair Axis 40 Model.

The scope includes five units with minimum specifications: 300 lbs weight capacity, 58" length, 40" width, 42" height, 26" seat height, 18" seat width, 19" seat depth, 495 lbs device weight, 4.75" ground clearance, 7 miles battery range minimum, zero turn radius, 4 mph maximum speed, and 3 HP combined motor with dual 12V batteries and 20 AMP charger. Required accessories are attendant control with mount, protective cover with carrying bag, four-point harness upgrade, goal post joystick, headrest, LED headlight, oxygen tank holder, umbrella holder, and utility tray with brackets. All equipment must be new, manufacturer-warranted, and delivered with complete operational manuals.

Pricing shall be quoted on a unit basis with FOB destination freight prepaid and included in unit prices; all shipping, handling, fuel surcharges, delivery fees, and tariffs must be incorporated into the quoted price. Bidders must specify delivery timeframe in calendar days from receipt of order. Because TPWD has no loading dock, track wheelchairs must be delivered by means that do not require TPWD to unload at no additional cost. Acceptance inspection and performance testing will not exceed five working days, weather permitting.

Award will be made on a best value basis considering lowest price, ability and qualifications, delivery and service schedule, past performance, life cycle costs, and installation costs. The contract commences upon issuance and automatically expires upon delivery and final acceptance. Bid responses are binding for sixty business days from the bid due date. All bids must be signed and dated; unsigned bids are automatically disqualified. Standard Texas state certifications and compliance requirements apply, including debarment verification, E-Verify utilization, and HUB compliance.
