About this opportunity
The Greater Dayton Regional Transit Authority (RTA) is soliciting quotes for power washing services at five transit hubs including platforms, sidewalks, and bus lanes, with quotes due October 21, 2026.
The scope encompasses surface cleaning and maintenance at five RTA facilities across the RTA's service area. Location maps are provided to identify hub positions and site conditions; bidders should conduct site assessments to inform cost estimates and work planning.
Payment terms are net 30 days after delivery and acceptance of services. The RTA is a regional transit authority of the State of Ohio organized under Ohio Revised Code Sections 306.30 et seq., partially funded by Federal Transit Administration grants, and tax-exempt; all pricing must exclude state sales tax and federal excise taxes. Contractors are responsible for payroll taxes, income taxes, workers' compensation, and unemployment insurance.
Contract terms require completion in accordance with specified delivery and completion dates, with time being of the essence. Contractors must maintain all required insurance coverage, designate a project manager, comply with RTA safety protocols and security measures (including badge requirements), and agree to indemnification provisions protecting RTA from claims arising from contractor negligence or operations. Work must be authorized exclusively through RTA purchase orders. Contractors must maintain detailed cost records in accordance with generally accepted accounting principles and 41 C.F.R. Part 41, and comply with all applicable federal, state, and local laws. The RTA and federal agencies (U.S. Department of Transportation, Comptroller General) and the Ohio Auditor of State retain audit and inspection rights over records for three years after final payment. Subcontracts exceeding specified thresholds require RTA written approval; contractors must pay subcontractors within 15 working days of receiving payment from RTA and return retainage within 15 days of satisfactory work completion.
