About this opportunity

The City of Phoenix Water Services Department is seeking a five-year contract for powdered activated carbon (PAC) through Invitation for Bid IFB-26-0160, with an anticipated start date of April 1, 2026. The procurement aims to supply approximately 600,000 pounds of PAC annually, specifically meeting AWWA Standard 600 specifications for water treatment applications. Offerors must demonstrate pre-award qualifications, including a minimum of five years in business, NSF certification compliance, Safety Data Sheets, EPA-certified laboratory quality analysis, and product samples for City testing. A non-mandatory pre-offer conference is scheduled for January 16, 2026, at 10:00 AM via WebEx, with written inquiries due by January 23, 2026, at 2:00 PM. Sealed offers must be submitted through the City's Procurement Portal by February 3, 2026, at 2:00 PM, with proposals remaining firm for 180 calendar days. Award will be made to the lowest responsive and responsible offeror whose offer conforms to all material requirements, with pricing quoted on an FOB destination basis and per active pound on a 100% dry weight equivalent basis.

The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Pricing can include annual price increase requests if submitted in writing with 60 days' notice and supporting documentation such as manufacturer letters or published price indices. The City reserves the right to award multiple contracts and purchase from alternative sources during emergencies. Successful offerors will have 14 calendar days after award notification to submit insurance certificates meeting specified minimum coverage amounts. Contractors must comply with DOT, EPA, and OSHA requirements for hazardous materials handling and delivery, and maintain heat safety plans for outdoor workers. While specific budget ranges are not detailed, the annual estimated quantity of 600,000 pounds suggests a substantial procurement commitment. The contract includes comprehensive terms requiring compliance with federal nondiscrimination statutes, immigration verification, and equal employment opportunity standards, with provisions for potential modifications based on FAA funding conditions.
