About this opportunity
The Winston-Salem/Forsyth County Utility Commission is requesting bids for powdered activated carbon under IFB IF2736, with bids due August 25, 2026 by 11:00 AM. The material must conform to ANSI/AWWA Standard B600-10 and be NSF-approved for potable water treatment — the central specification filters.
The scope is a single delivery of 22.5 dry tons of PAC packaged in 900-pound double-walled super sacs with a maximum of 2,000 pounds per pallet. Delivery is to two facilities: the Neilson Water Treatment Plant (5725 Frye Bridge Road, Clemmons, NC 27012) and the Swann Water Treatment Plant (2800 River Ridge Road, Pfafftown, NC 27040). Bids are FOB delivered with no allowance for fuel surcharges, shipping charges, pallets, or drums. Unit prices must be quoted on a per-pound basis, calculated against 45,000 pounds total.
The initial contract period runs from award through June 30, 2027, with options to extend for two additional 12-month periods through June 30, 2029. Unit prices must remain firm for the initial period and may increase by no more than the Producer Price Index for Table 11 Chemical Manufacturing during contract renewals. The Utility Commission reserves the right to purchase more or less than the estimated 22.5-ton annual quantity at the firm contract unit price.
The apparent low bidder must provide a certified analysis within 48 hours of request prior to award. Bidders must comply with E-Verify requirements and provide proof of commercial general liability insurance ($1,000,000 per occurrence), workers' compensation insurance, and automobile liability insurance ($1,000,000 combined single limit). All proposals must include a completed proposal form, signature page, and non-collusion affidavit. Site visits are recommended. Questions are due August 19, 2026 by 11:00 AM to Randoll Surles at Randolls@cityofws.org. Award will be made to the lowest responsive, responsible bidder.
