About this opportunity

The City of Houston is requesting qualifications from professional engineering firms for the Potomac and Nantucket Area Drainage and Paving Improvement Project, with submissions due September 17, 2026 at 4:00 p.m. Central Time. A 15% Women and Small Business Enterprise (WSBE) set-aside goal applies to contract value.

The scope encompasses three phases of engineering and design services: Phase I (preliminary design including 30% plans and Technical Review Committee meetings), Phase II (final design and bid-ready plans with specifications), and Phase III (construction phase services including inspections and record drawings). Work must address drainage, paving, water, and wastewater improvements within the project area bounded by Bering Ditch (West), San Felipe Street (North), Fountain View Drive (East), and Westheimer Road (South) in Council District G. Services include hydrology and hydraulics evaluations, geotechnical assessments, environmental considerations, traffic control, stormwater pollution prevention plans, tree protection, and utility conflict resolution. Respondents must comply with the City of Houston Stormwater Master Plan and demonstrate proficiency with InfoWorks ICM software.

The contract structure uses a time-and-materials basis with a not-to-exceed amount for Phase I and negotiated lump sum amounts for Phases II and III. Respondents must demonstrate financial stability through audited or unaudited financial statements for the last two years plus the most recent quarter and provide SAM registration, debarment certification, and anti-lobbying certifications.

Evaluation is scored on technical competence (100 points maximum): key personnel qualifications (25 points), project approach (25 points), previous project delivery experience (20 points), schedule plan (15 points), and quality assurance/quality control program (15 points). Statements of qualification are limited to eight single-sided pages (11-point Arial, 1.5-line spacing), submitted through the Beacon portal. A pre-submission conference is scheduled for September 3, 2026 at 10:00 a.m. Central Time via Microsoft Teams. Questions are due September 9, 2026 at 4:00 p.m. Central Time. Anticipated intent-to-award notification is October 2026, with contract start in November 2026. Contact: Jessica Martinez, Sr. Procurement Specialist, Jessica.Martinez@houstontx.gov or 832-395-3637.
