About this opportunity

The Oregon Department of Corrections Purchasing/Contracts Division is requesting bids on frozen potato products (french fries, wedges, and tater tots) under ITB, with bids due July 24, 2026 at 9:00 a.m. PST and clarification requests due July 16, 2026 at 9:00 a.m. PST. A five percent preference for Oregon goods fabricated or processed entirely in Oregon and a five percent preference for resident bidders headquartered in Oregon apply, for a total possible preference of ten percent.

The scope covers an estimated three full truckloads (120,000 pounds total) of frozen potato products for delivery FOB destination to ODOC's Central Distribution Center at 3601 State Street, Salem, Oregon. All goods must be Grade A or B potatoes, Instant Quick Frozen (IQF), bakeable, compliant with FDA/USDA standards, and labeled with best-use-by dates providing at least one year of shelf life. Catch-weight cases are permitted. The first delivery is required within 45 days after receipt of order, with remaining truckloads delivered 45 days apart or as scheduled by warehouse staff. Bidders may bid on any amount from 50 percent to 100 percent of the requested quantity.

Pricing must be per-unit (no more than four decimal places) and FOB destination, including all transportation, fuel surcharge, and delivery charges prepaid by the contractor. The last purchase occurred in January 2026 at $0.3811 per pound for 18-pound bags, awarded to JNS Foods. Award will be made to the lowest responsive bid from a responsible bidder, subject to applicable preferences and ODOC's discretion to award by individual line item, group, or all items. Contractors must submit certificates of liability insurance within seven calendar days of award: general commercial liability of at least $1 million per occurrence and $2 million for multiple claimants, auto liability of at least $2 million per accident, and workers' compensation insurance as required by Oregon law. No protests are permitted under ORS 421.438(2) and OAR 291-164-0120(1)(a)(F).
