About this opportunity
The Texas Parks and Wildlife Department is requesting bids on potable water hauling services for Franklin Mountains State Park and Hueco Tanks State Park in El Paso County, with bids due August 25, 2026 at 2:00 PM Central Time. The contractor must hold a minimum of three years' experience in water hauling services and proof of TCEQ approval for water hauling operations.
The scope is weekly delivery of approximately 2,500 to 5,000 gallons to Franklin Mountains State Park and on-demand delivery of 10,000 gallons to Hueco Tanks State Park, with water maintained at a minimum free chlorine residual of 0.5 mg/L or chloramine residual of 1.0 mg/L per TCEQ public water system rules. The contractor must supply all necessary hoses and connection components, pump water approximately 23 feet to fill inlet tanks, and provide emergency delivery within 24 hours when chlorine residuals fall below acceptable levels. Pricing is quoted per gallon for each location.
The contract commences upon Notice of Award and continues through August 31, 2028, with provisions for up to two additional one-year renewal periods if both parties agree and funds are available, plus up to 12 months' extension if necessary pending new contract award. Bidders must submit responses on the provided IFB form with Exhibit A (Company Profile) and Exhibit B (Past Projects with Corresponding References), including a minimum of three references from projects completed within the past five years.
The contractor must maintain comprehensive insurance including workers compensation (statutory), commercial general liability with a minimum of $500,000 per occurrence and $1,000,000 aggregate, and automobile liability with $500,000 combined single limit. A Certificate of Insurance naming the State of Texas and TPWD as additional insured is due within ten days of award. Optional pre-bid site visits are available by contacting the respective park superintendents. TPWD reserves the right to award on best value considering lowest price, ability and qualifications, delivery/service schedule, and past performance.
