About this opportunity

The Brazos River Authority (BRA) in the state of Texas is seeking qualified engineering firms to perform a forensic structural evaluation of the 78" Ring Jet Valve (RJV), which is part of the Controlled Outlet Conduit at the Possum Kingdom facility. The evaluation is required due to cracks found in at least two welds on the internal stiffening vanes of the valve. The scope of services may include the forensic evaluation, a repair design if needed, bidding and contract award services, construction contract administration, and construction phase engineering services. A non-mandatory pre-proposal meeting is scheduled for September 6, 2023, and proposals are due by September 28, 2023. The BRA will select the most highly qualified respondent and attempt to negotiate a fair and reasonable contract for a one-year term, with the option to renew for up to four additional one-year periods.

The BRA is encouraging participation from small, minority, women-owned, and historically underutilized businesses (HUBs). Respondents must submit a HUB Subcontracting Plan as part of their proposal, and the BRA will consider the respondent's past performance during the evaluation process. No pricing information is provided, as the selection will be based on the respondent's qualifications in accordance with Chapter 2254 of the Texas Local Government Code. The contract opportunity is limited to the Brazos County and Waco City jurisdictions in Texas, and the BRA has not identified any incumbent vendors or current contractors.

Opportunity text

The 78" RJV is a part of the Controlled Outlet Conduit ("COC") which also consists of pipe approximately 200 feet long and varies in diameter from 42" to 144" inch. The BRA pursued a structural evaluation on the 78" RJV due to cracks within at least two welds at connection points on the internal stiffening vanes. The function of the stiffening elements is to keep the "slide" pipe round so that the RJV can properly operate back and forth for opening/closing the valve. The structural evaluation was performed by an ENGINEER and subsequently recommended a forensic structural evaluation be performed on the 78" RJV to determine the adequacy of the valve design.
