About this opportunity

The Brazos River Authority is seeking geotechnical engineering services for the Morris Sheppard Dam located in Palo Pinto County, Texas, through a Request for Proposals (RFP 25-1366) issued on April 17, 2025, with proposals due by 10:00 AM on May 13, 2025. The project involves comprehensive geotechnical services for a dam constructed in 1941 that forms the Possum Kingdom Lake Reservoir, with a storage capacity of approximately 538,139 acre-feet. Required services include periodic review of dam monitoring instruments, video inspection and cleaning of instrumentation, dam safety inspections, geological surface feature mapping, subsurface exploration, core borings, installation of monitoring equipment, and providing geotechnical engineering consultations. Evaluation will be based on demonstrated competence and qualifications, with a focus on technical capabilities, past project performance, and ability to meet project requirements. The contract will be structured as a time and materials agreement with a mutually agreed not-to-exceed amount, continuing until project completion.

The RFP specifically encourages participation from small, minority, women-owned, and historically underutilized businesses, with explicit set-aside provisions to promote diverse vendor participation. Insurance requirements for respondents include commercial general liability (with specific coverage limits), professional liability, workers' compensation, and automobile liability coverage. The Brazos River Authority reserves the right to terminate the agreement at any time without penalty, providing flexibility in contract management. While no specific incumbent vendor is mentioned, the contract appears designed to support ongoing dam maintenance and safety assessments. Though a precise budget range is not specified, the time and materials structure suggests potential flexibility in project scope and funding. Respondents must demonstrate extensive experience with geotechnical services for hydraulic structures, with a particular emphasis on technical expertise and proven performance in similar complex infrastructure assessment and monitoring projects.
