About this opportunity
The District of Columbia Office of Contracting and Procurement is soliciting qualifications for final design of a positive truck route signage network under RFQ DCKA-2026-Q-0150, with proposals due August 14, 2026. The contract is a fixed-price engagement funded by the U.S. Department of Transportation Federal Highway Administration and subject to federal general provisions.
The scope requires the contractor to develop a comprehensive final signage network design transitioning the District's freight network from advisory to compulsory, establishing required routes for trucks unless making local deliveries. Deliverables include a project management plan, draft and final signage network designs, stakeholder and public engagement materials, cost estimates for sign purchase and installation, engineering plans with detailed signage specifications, and presentations to federal approvers including the Federal Highway Administration, District of Columbia State Historic Preservation Office, and National Park Service. The contractor must build upon previous concept development work to determine final sign locations and regulatory recommendations.
Compensation is fixed-price, calculated through negotiated loaded hourly rates for key personnel — a Project Manager, Engineer, and Freight Planner, each with specified education and experience requirements. Rates must include Direct Salary Expense, approved indirect cost rates, and profit not exceeding ten percent except in extraordinary circumstances. The contractor must maintain a current approved indirect cost rate throughout the contract term and comply with Federal Cost Principles under 48 CFR Part 31 and 23 CFR 172.
The contract term is thirteen months from award. A Disadvantaged Business Enterprise subcontracting goal will be established under 49 CFR Part 26. The First Source Employment Agreement Act applies, requiring at least 51 percent of new employees hired to be District residents. The Living Wage Act of 2006 requires payment of the current living wage to all employees and subcontractors. Invoices are submitted monthly through the DC Vendor Portal with payment due within 30 days. The Contracting Officer is Benita F. Scott, Deputy Chief Contracting Officer; the contract administrator is Samuel Brooks (202-830-5099).
