About this opportunity

The Port of Portland is requesting bids on terminal restroom rehabilitation at Portland International Airport, including construction of five companion care restrooms, one family restroom, and one pet relief area, plus rehabilitation of two sets of men's and women's restrooms, with bids due August 13, 2026 at 2:00 p.m. and a pre-bid meeting via Microsoft Teams on July 29 at 9:30 a.m. (RSVP required 24 hours in advance). This project is subject to both Oregon prevailing wage rates and federal Davis-Bacon Act requirements, with workers paid the higher of the two; no specific DBE participation goal is set, but 49 CFR Part 26 requirements apply. The Port's apprentice participation target is 20 percent of total labor hours.

The contractor must achieve substantial completion within 348 days from Notice to Proceed and final acceptance within 85 days thereafter. Prequalification is not required. Bid security equal to at least 10 percent of the total bid amount is required, submitted electronically with the bid. The apparent low bidder must execute the Agreement and provide Performance and Labor and Material Payment Bonds, each for the full contract amount, within 10 days of the Port's written notice.

The project is partially funded by a Federal Aviation Administration grant through the Airport Improvement Program and is subject to FAA Buy American Preferences and Made in America Laws. Contractors must submit First-Tier Subcontractor Disclosure Forms within two working hours of bid opening and register with the Oregon Construction Contractors Board. Liquidated damages are set at $500 per day for each day of delay beyond substantial completion. The Port reserves the right to reject any or all bids, cancel the solicitation, or terminate the contract for convenience if FAA grant funding is modified or canceled. Bids will be received electronically and results posted publicly immediately after the deadline.
