Work is divided into AIP-eligible Schedule 1 and Schedule 2 items, with optional non-AIP-eligible Additive Alternate A.

Substantial completion is required by September 24, 2027, with final completion within 120 days thereafter. Work Area 4 must be completed within 28 consecutive days. Bid security of 10 percent and performance and labor/material payment bonds at 100 percent of contract value are required. The contractor must perform at least 25 percent of work with its own organization. Prevailing wage (the higher of Oregon state or federal Davis-Bacon rates) applies. 49 CFR Part 26 (DBE participation requirements), Buy American preferences, Title VI nondiscrimination, Executive Order 14398 DEI compliance, and an apprenticeship participation target of 20 percent of total labor hours apply.
