About this opportunity

The Commonwealth of Virginia's Division of Purchases and Supply is requesting bids to establish a term contract for portion control condiments delivery to the Virginia Distribution Center in Sandston, Virginia, with bids due September 25, 2026 at 2:00 PM EST. An optional pre-bid teleconference is scheduled for September 4, 2026 at 2:00 PM EST, and written questions are due September 7, 2026.

The scope comprises ten line items of salad dressings and condiments in 1.5-ounce and 12-gram portion packets: French dressing, Italian dressing, Thousand Island dressing, ranch dressing, mayonnaise, and tartar sauce in regular and lite formulations. Annual usage ranges from 290 to 1,320 cases per item, with a minimum order quantity of 500 cases in any assortment. Products must meet institutional quality standards, be no more than 12 months old at delivery, and carry a minimum of 120 days shelf life remaining upon receipt. Deliveries are scheduled Monday through Friday (excluding Commonwealth holidays) between 7:15 AM–12:00 PM and 1:00–3:00 PM, with 72 business hours advance notice required for appointments.

The initial contract term is two years with three optional one-year renewal periods. Bids shall be submitted as firm unit prices F.O.B. delivered to Sandston, including all freight. Price escalations are limited to documented increases in product costs as a percentage of active ingredients, tracked against the Producers Price Index for mayonnaise and salad dressings; no increases are authorized for 180 days after contract effectiveness, and increases attributable to federally imposed tariffs are capped at 25%. The Commonwealth reserves the right to conduct product testing and sensory evaluations and to award on a lot basis to the lowest responsive and responsible bidder or to make separate awards by item or group.

Bidders must submit a State Corporation Commission identification number or exemption statement, a vendor data sheet with at least four current account references, and a Small Business Subcontracting Plan demonstrating commitment to Virginia's 42% small business procurement goal. All bids must be submitted electronically via the eVA system. The bid acceptance period is 60 days.
