About this opportunity
The City of Dallas is seeking proposals for an Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for portable wind containment devices, specifically targeting landfill operations through solicitation number BN25-00028552. The procurement covers wind block containment devices designed to be 24 feet long, 15 feet tall, and 8 feet deep, capable of withstanding winds up to 65 MPH, with metal-constructed skeletons and specialized netting. Bidders must demonstrate at least three years of experience and provide two references from municipal solid waste landfill projects. The solicitation covers multiple Dallas jurisdictions, including Dallas County and several Dallas City administrative areas. The proposal is due on November 14, 2025, at 1:00 PM CST, with electronic submission requirements and a mandatory $100 bid security. Evaluation criteria will include lowest responsible bid pricing, with potential advantages given to local Dallas-based companies through a local preference program.
The solicitation includes provisions for small and local businesses, with potential evaluation advantages for local vendors. While no specific set-aside designations are explicitly stated, the procurement documents indicate a voluntary disclosure process for workforce demographics through the Team Make-Up and Local Workforce Form. Contractors must comply with a living wage requirement of $23.06 per hour for contracts valued at $50,000 or more, and must provide reporting on employee zip codes and numbers impacted by this wage floor. The contract term is three years, with potential for unit pricing adjustments. Two vendors are currently listed in the vendor list for this commodity code, though the solicitation is open to additional qualified bidders. Insurance requirements are comprehensive, mandating specific coverage limits including $500,000 for Workers' Compensation, $500,000 for Business Automobile Liability, and $1,000,000 per occurrence for Commercial General Liability. While no specific total contract value is mentioned, the ID/IQ nature suggests flexible ordering based on ongoing landfill containment needs.
Opportunity text
The intent of this solicitation is to establish a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for portable wind block containment devices and assembly. An ID/IQ agreement is established when quantities of goods, services, and/or delivery schedules cannot be determined. Goods and services under this agreement will be ordered on an as needed basis for the term of the agreement. Wind block containment devices ("fences") are used at landfills to contain windblown debris and dust. It functions as a barrier to reduce the spread of litter and minimize the environmental impact on surrounding areas. In return, this aids in maintaining a cleaner and safer environment around the landfill site.
