About this opportunity
The California Department of Water Resources (DWR), San Luis Field Division, is seeking a contractor for portable toilet rental and septic pump-out services through Invitation for Bid (IFB) #10213260. The procurement encompasses weekly or bi-weekly servicing of eleven DWR-owned portable toilet units located across 118 miles along the California Aqueduct in Stanislaus, Merced, Fresno, and Kings Counties. Services include maintaining units in clean and sanitary condition, providing additional rental units, portable hand wash stations, luxury and ADA-accessible portable toilets, and trailer-mounted restroom units as needed. The contract term is three years, with an anticipated start date of July 1, 2026. Key procurement dates include technical question submissions by December 12, 2025 at 3:00 p.m., question responses by December 29, 2025 at 3:00 p.m., and sealed bid submissions due by January 13, 2026 at 3:00 p.m. Evaluation criteria will focus on the lowest responsible bidder meeting all specifications, with a public bid opening scheduled for January 14, 2026 at 10:00 a.m. in Gustine, California.
The procurement includes mandatory Disabled Veteran Business Enterprise (DVBE) program participation, with incentive calculations ranging from 3 to 5 percent potentially affecting award eligibility. Small Business (SB) preferences of five percent are available for certified SB and Micro-Business entities, with non-small business entities eligible for five percent preference when subcontracting at least 25 percent to certified SBs. Bidders must maintain specific insurance coverages, including Commercial General Liability ($1,000,000 per occurrence), Workers Compensation, Automobile Liability ($1,000,000 combined single limit), and Pollution/Environmental Liability ($1,000,000 each incident). Contractors must possess valid business licenses and complete mandatory certifications such as the Darfur Contracting Act Certification, GenAI Disclosure, and California Civil Rights Laws Attachment. While no specific budget range is mentioned, the comprehensive service requirements suggest a substantial multi-year contract with potential for additional unit rentals beyond the initial eleven DWR-owned units. Payment terms include monthly invoicing with reimbursement within 45 days of invoice approval.
