About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for a portable steel loading dock for Vernon State Hospital under IFB HHS0017550, with bids due July 6, 2026, at 10:30 AM Central Time. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any contract awarded from this procurement.
The scope is a single unit of a Dura-Ramp Pro Portable Steel Loading Dock (Model# DR-PRO1530 or equal) with a 30,000-pound capacity, 15-foot deck length, 30-foot ramp length, 95-inch overall width, and adjustable deck height of 42–56 inches via a 2-speed hand crank system. Bidders must provide equipment weight specifications and estimated time of arrival. Standard delivery is expected within 14 days after receipt of order. The vendor supplies the unit and freight on an F.O.B. Destination basis with freight prepaid and included in the total price, or must itemize delivery cost and terms separately. The facility assumes responsibility for offloading. All deliveries must occur between 7:30 AM and 4:30 PM on the specified date, excluding noon to 1:00 PM; the vendor is responsible for all additional charges such as overtime or re-stacking fees.
Reworked products, previously refused items, or seconds will not be accepted; substitutions require prior written approval and must meet or exceed stated specifications. Pricing must be submitted as firm, fixed prices and is subject to price adjustments during the contract term at HHSC's sole discretion based on Consumer Price Index formula or Federal Minimum Wage increases with proper documentation.
HHSC will evaluate bids on the best value standard, considering bidder qualifications, ability to meet performance and delivery requirements, and price. HHSC reserves the right to make single or multiple awards.
Questions are due June 22, 2026, with responses posted as an addendum on June 24. The anticipated contract start date is July 8, 2026. Bids may be submitted in person at 1100 W. 49th Street, Austin, Texas, or electronically through the optional HHS Online Bid Room.
