About this opportunity

The Kentucky Transportation Cabinet Division of Purchases, on behalf of the Division of Maintenance, is issuing a Request for Bid (RFB) for a master agreement contract to furnish, install, relocate, operate, service, and remove various components of a portable, quickly deployable, real-time automated Intelligent Transportation System (ITS) queue warning alert system (PQWAS) for use on various projects across the state. The PQWAS must include portable vehicle detection sensors and portable changeable message signs to notify motorists of traffic conditions, and the system must be able to interface with current mapping services and provide data feeds. Bids are due by 1:30 pm on August 6, 2024, with a tentative award date of August 10, 2024. The initial contract period will be from the date of award through June 30, 2025, with four optional one-year renewal periods. Pricing will be evaluated on lowest cost, and response time will also be scored.

This procurement may be subject to reciprocal preferences for Kentucky resident bidders and preferences for qualified bidders or the Department of Corrections. The contractor must provide insurance certificates and a rental/lease agreement acceptable to the Commonwealth. Invoices will be paid within 30 days, subject to a 1% penalty for late payments. The contractor must comply with various Commonwealth of Kentucky regulations and statutes. The value of the contract is not specified, but it will cover the provision of the PQWAS system across multiple projects in the state.
